Received a recess appointment from Grover Cleveland on April 18, 1887, to a seat vacated by Samuel H. Treat; nominated to the same position by Grover Cleveland on December 20, 1887. Confirmed by the Senate on January 19, 1888, and received commission on January 19, 1888. Service terminated on January 26, 1901, due to death.
