Received a recess appointment from Theodore Roosevelt on September 21, 1903, to a seat vacated by George C. Tichenor; nominated to the same position by Theodore Roosevelt on November 10, 1903. Confirmed by the Senate on November 24, 1903, and received commission on November 25, 1903. Service terminated on November 30, 1923, due to retirement.
