Received a recess appointment from Theodore Roosevelt on June 3, 1908, to a seat vacated by Wilbur F. Lunt; nominated to the same position by Theodore Roosevelt on December 8, 1908. Confirmed by the Senate on January 11, 1909, and received commission on January 15, 1909. Service terminated on March 3, 1913, due to removal from office by William H. Taft.
