1. The act of June 18, 1910, 36 Stat. 539, created the Commerce Court and provided for each of its five judges to serve simultaneously as a circuit judge. In accordance with the statute, President William H. Taft appointed Martin Knapp to the Second Circuit. In 1916, Chief Justice Edward D. White, pursuant to his authority under the same statute, reassigned Judge Knapp to the Fourth Circuit.
2. In accordance with the act of June 18, 1910, 36 Stat. 539, President William H. Taft appointed Commerce Court Judge Julian Mack to the Seventh Circuit. As Chief Justice, pursuant to his authority under the same statute, Taft reassigned Judge Mack to the Second and Sixth Circuits in 1929. In 1930, Chief Justice Charles Evans Hughes reassigned Mack to the Second Circuit exclusively.
