L. Ralph Mecham informs all members of the Judicial Conference that their vote to oppose S. 2027 at last month's Judicial Conference session was unanimous. He attaches the 14-point plan for case management reform that the Peckham subcommittee wrote in response to the legislation, as well as correspondence dated 4/4/1990 and 4/6/1990 between Senator Joseph Biden and Chief Justice William Rehnquist regarding legislative proceedings.
