Nominated by Franklin D. Roosevelt on June 23, 1939, to a seat vacated by Fenton W. Booth. Confirmed by the Senate on June 26, 1939, and received commission on June 27, 1939. Assumed senior status on July 9, 1947. Service terminated on November 8, 1951, due to death.
