Received a recess appointment from Grover Cleveland on April 1, 1887, to a seat vacated by Arthur MacArthur; nominated to the same position by Grover Cleveland on December 20, 1887. Confirmed by the Senate on January 26, 1888, and received commission on January 26, 1888. Service terminated on October 2, 1892, due to resignation.
