Nominated by Jimmy Carter on March 7, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on May 10, 1979, and received commission on May 11, 1979. Served as chief judge, 1996-2003. Assumed senior status on May 31, 2009. Service terminated on March 9, 2018, due to retirement.
