Judge Zou Bihua served on the Shanghai Higher People’s Court, rising to become deputy head of the court. Judge Zou came to the Center with funding from the Ford Foundation. He researched the role of legal and administrative personnel and prepared a report recommending the creation of an “assistant judge” position, an initiative later adopted by the Supreme People's Court.
