A “starter kit” for judges and administrators who are planning to organize a council of state and federal judges or who are looking for suggestions to revitalize an existing council. The booklet includes sample organizing documents and forms as well as a bibliography and a form for reporting council activities to the Center, which serves as a clearinghouse for state–federal judicial councils.

Due to a lapse in appropriations, the Federal Judicial Center (Center) has ceased all non-excepted activities until funding is restored.
