American Bar Association Rule of Law Initiative Judicial Reform Index (JRI)
The Judicial Reform Index is an innovative tool developed by the ABA Rule of Law Initiative to assess judicial reform and judicial independence in emerging democracies and transitioning states. It offers international organizations, development agencies, technical legal assistance providers, and local reformers a reliable means to target judicial reform programs and monitor progress towards establishing more accountable, effective, and independent judiciaries.
ICJ Practitioner's Guide
Produced by the International Commission of Jurists (ICJ), this Practitioner's Guide offers practical insight into the international principles governing the independence and accountability of judges, lawyers, and prosecutors. It also presents the most relevant and current international standards on the topic.
International Association for Court Administration
The International Association for Court Administration promotes professional court administration and management in emerging democracies and other countries pursuing the rule of law.
The International Network to Promote the Rule of Law (INPROL)
INPROL seeks to turn "lessons learned" from previous experience promoting the rule of law into lessons actually applied. This Internet-based knowledge network assists rule of law practitioners by providing them with access to relevant expertise, documents, and best practices.
USAID Rule of Law Strategic Framework (PDF)
Rule of law initiatives carried out by USAID utilize this guide, which draws from experience to attempt to improve or start a rule of law project. The Strategic Framework emphasizes the historical and political context in assessing a country in order to create a rule of law project that best fits the country's needs.

International Consortium for Court Excellence
An international consortium of groups and organizations working with judicial systems in Europe, Asia, Australia, and the United States developed a quality management system designed to help courts improve their performance. The International Framework for Court Excellence represents an all-encompassing approach to achieving court excellence and sets forth core values to guide judicial systems, seven areas of court excellence aligned with those values, a self-evaluation process guidance for courts to improve their performance.
