Nominated by Woodrow Wilson on May 1, 1913, to a seat vacated by Stanton J. Peelle. Confirmed by the Senate on May 22, 1913, and received commission on May 22, 1913. Assumed senior status on April 22, 1928. Service terminated on December 7, 1938, due to death.
