Nominated by Jimmy Carter on March 28, 1980, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on May 21, 1980, and received commission on May 23, 1980. Served as chief judge, 1995-1999. Assumed senior status on February 26, 1999. Service terminated on November 12, 2011, due to death.
