Nominated by Ronald Reagan on July 31, 1987, to a seat vacated by David B. Sentelle. Confirmed by the Senate on October 14, 1988, and received commission on October 17, 1988. Served as chief judge, 1991-1998. Assumed senior status on August 31, 2017.
