Received a recess appointment from Theodore Roosevelt on September 12, 1902, to a seat vacated by Alfred C. Coxe; nominated to the same position by Theodore Roosevelt on December 2, 1902. Confirmed by the Senate on December 8, 1902, and received commission on December 8, 1902. Service terminated on January 10, 1925, due to death.
