Nominated by Jimmy Carter on July 25, 1980, to a seat vacated by Charles Stanley Blair. Confirmed by the Senate on September 29, 1980, and received commission on September 30, 1980. Assumed senior status on November 1, 1991. Service terminated on September 30, 1992, due to retirement.
