Nominated by Franklin D. Roosevelt on February 9, 1939, to a new seat authorized by 52 Stat. 584. Confirmed by the Senate on February 16, 1939, and received commission on February 23, 1939. Served as chief judge, 1959. Assumed senior status on March 31, 1959. Service terminated on February 28, 1963, due to death.
