Nominated by George H.W. Bush on February 20, 1990, to a seat vacated by James B. McMillan. Confirmed by the Senate on September 10, 1990, and received commission on September 11, 1990. Served as chief judge, 1998-2005. Assumed senior status on December 1, 2005.
