Nominated by George H.W. Bush on June 27, 1991, to a new seat authorized by 104 Stat. 5089. Confirmed by the Senate on November 15, 1991, and received commission on November 18, 1991. Served as chief judge, 1999-2004. Assumed senior status on December 31, 2004. Service terminated on May 31, 2005, due to retirement.
