Nominated by Lyndon B. Johnson on June 5, 1967, to a new seat authorized by 80 Stat. 75. Confirmed by the Senate on August 18, 1967, and received commission on August 18, 1967. Served as chief judge, 1990-1995. Service terminated on February 10, 1995, due to retirement.
