Nominated by Jimmy Carter on January 23, 1980, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on April 3, 1980, and received commission on April 3, 1980. Served as chief judge, 1984-1991. Assumed senior status on February 11, 1991. Service terminated on November 4, 2015, due to death.
