Received a recess appointment from Calvin Coolidge on April 6, 1927, to a new seat authorized by 44 Stat. 1339; nominated to the same position by Calvin Coolidge on December 6, 1927. Confirmed by the Senate on January 9, 1928, and received commission on January 9, 1928. Assumed senior status on June 18, 1957. Service terminated on October 22, 1970, due to death.
