Nominated by Ronald Reagan on September 14, 1982, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on September 29, 1982, and received commission on September 30, 1982. Served as chief judge, 1990-1997. Assumed senior status on January 31, 2001. Service terminated on March 23, 2019, due to death.
