Nominated by George H.W. Bush on October 22, 1991, to a new seat authorized by 104 Stat. 5089. Confirmed by the Senate on March 13, 1992, and received commission on March 18, 1992. Served as chief judge, 1998-2005. Assumed senior status on March 1, 2007. Service terminated on July 31, 2010, due to retirement.
