Nominated by William J. Clinton on May 5, 1994, to a new seat authorized by 104 Stat. 5089. Confirmed by the Senate on June 15, 1994, and received commission on June 16, 1994. Served as chief judge, 1999-2011. Service terminated on July 24, 2011, due to retirement.
