Nominated by George H.W. Bush on April 9, 1992, to a new seat authorized by 104 Stat. 5089. Confirmed by the Senate on August 12, 1992, and received commission on August 17, 1992. Served as chief judge, 1992-1997. Assumed senior status on March 15, 2007. Service terminated on April 2, 2022, due to death.
