Received a recess appointment from John F. Kennedy on December 12, 1962, to a new seat authorized by 75 Stat. 80; nominated to the same position by John F. Kennedy on January 15, 1963. Confirmed by the Senate on March 28, 1963, and received commission on April 2, 1963. Assumed senior status on April 2, 1980. Service terminated on November 3, 1993, due to death.
