Received a recess appointment from Woodrow Wilson on March 26, 1913, to a seat vacated by John M. Cheney; nominated to the same position by Woodrow Wilson on April 12, 1913. Confirmed by the Senate on April 24, 1913, and received commission on April 24, 1913. Service terminated on December 15, 1927, due to death.
