Nominated by Jimmy Carter on July 19, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on October 31, 1979, and received commission on November 2, 1979. Served as chief judge, 1989-1994. Assumed senior status on November 9, 1994. Service terminated on March 5, 1995, due to death.
