Received a recess appointment from Grover Cleveland on October 15, 1896, to a seat vacated by George M. Carpenter; nominated to the same position by Grover Cleveland on December 8, 1896. Confirmed by the Senate on December 15, 1896, and received commission on December 15, 1896. Service terminated on June 30, 1927, due to retirement.
