Nominated by William H. Taft on February 13, 1912, to a seat vacated by Carl Rasch. Confirmed by the Senate on March 8, 1912, and received commission on March 8, 1912. Assumed senior status on March 9, 1934. Service terminated on November 15, 1958, due to death.
