Nominated by George H.W. Bush on March 21, 1991, to a new seat authorized by 104 Stat. 5089. Confirmed by the Senate on May 9, 1991, and received commission on May 14, 1991. Served as chief judge, 2000-2005. Assumed senior status on May 1, 2008. Service terminated on September 2, 2021, due to death.
