Received a recess appointment from Theodore Roosevelt on September 4, 1907, to a seat vacated by Charles Swayne; nominated to the same position by Theodore Roosevelt on December 3, 1907. Confirmed by the Senate on May 20, 1908, and received commission on May 20, 1908. Service terminated on April 21, 1934, due to death.
