Received a recess appointment from Chester A. Arthur on March 20, 1883, to a seat vacated by William White; nominated to the same position by Chester A. Arthur on December 18, 1883. Confirmed by the Senate on January 7, 1884, and received commission on January 7, 1884. Service terminated on August 24, 1898, due to retirement.
