Nominated by Jimmy Carter on April 12, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on September 25, 1979, and received commission on September 26, 1979. Served as chief judge, 1986-1992. Assumed senior status on July 15, 1992. Service terminated on June 1, 2013, due to death.
