Received a recess appointment from Grover Cleveland on November 23, 1896, to a seat vacated by William A. Richardson; nominated to the same position by Grover Cleveland on December 8, 1896. Confirmed by the Senate on December 15, 1896, and received commission on December 15, 1896. Service terminated on December 31, 1905, due to resignation.
