Received a recess appointment from Warren G. Harding on April 1, 1921, to a seat vacated by Arthur L. Sanborn; nominated to the same position by Warren G. Harding on April 14, 1921. Confirmed by the Senate on April 27, 1921, and received commission on April 27, 1921. Service terminated on May 28, 1932, due to death.
