Nominated by Ronald Reagan on November 4, 1981, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on December 3, 1981, and received commission on December 3, 1981. Served as chief judge, 1993-1997. Assumed senior status on April 30, 1997. Service terminated on October 20, 2020, due to death.
