Nominated by Franklin D. Roosevelt on October 1, 1940, to a new seat authorized by 54 Stat. 219. Confirmed by the Senate on October 7, 1940, and received commission on October 14, 1940. Served as chief judge, 1959-1965. Assumed senior status on August 1, 1965. Service terminated on September 15, 1975, due to death.
