Nominated by William J. Clinton on November 19, 1993, to a new seat authorized by 104 Stat. 5089. Confirmed by the Senate on March 10, 1994, and received commission on March 11, 1994. Served as chief judge, 2001-2003. Service terminated on December 4, 2003, due to death.
