Received a recess appointment from George Washington on November 28, 1789, to a new seat authorized by 1 Stat. 73; nominated to the same position by George Washington on February 8, 1790. Confirmed by the Senate on February 10, 1790, and received commission on February 10, 1790. Service terminated on December 14, 1810, due to death.
