Received a recess appointment from Franklin D. Roosevelt on December 10, 1935, to a seat vacated by William I. Grubb; nominated to the same position by Franklin D. Roosevelt on January 6, 1936. Confirmed by the Senate on January 22, 1936, and received commission on January 28, 1936. Service terminated on December 7, 1938, due to death.
