Nominated by William J. Clinton on March 31, 1995, to a seat vacated by Sherman G. Finesilver. Confirmed by the Senate on June 30, 1995, and received commission on June 30, 1995. Served as chief judge, 2008-2013. Assumed senior status on January 1, 2013. Service terminated on May 10, 2019, due to death.
