Received a recess appointment from Herbert Hoover on May 9, 1931, to a seat vacated by Morris A. Soper; nominated to the same position by Herbert Hoover on December 15, 1931. Confirmed by the Senate on January 12, 1932, and received commission on January 12, 1932. Assumed senior status on July 31, 1953. Service terminated on October 16, 1962, due to death.
