Nominated by Ronald Reagan on May 15, 1985, to a new seat authorized by 71 Stat. 586. Confirmed by the Senate on July 10, 1985, and received commission on July 11, 1985. Served as chief judge, 1994-1999. Assumed senior status on August 12, 1999. Service terminated on July 10, 2014, due to death.
