Received a recess appointment from Grover Cleveland on April 22, 1887, to a seat vacated by D.K. Cartter; nominated to the same position by Grover Cleveland on December 20, 1887. Confirmed by the Senate on January 23, 1888, and received commission on January 23, 1888. Service terminated on April 30, 1903, due to retirement.
