Received a recess appointment from Franklin D. Roosevelt on December 19, 1939, to a seat vacated by Armistead M. Dobie; nominated to the same position by Franklin D. Roosevelt on January 11, 1940. Confirmed by the Senate on February 1, 1940, and received commission on February 5, 1940. Assumed senior status on August 1, 1957. Service terminated on August 16, 1972, due to death.
