1. The act of June 18, 1910, 36 Stat. 539, created the Commerce Court and provided for the Chief Justice of the United States to assign each of its five judges to a judicial circuit for simultaneous service on the U.S. circuit courts and U.S. courts of appeals. In accordance with the statute, Chief Justice Edward D. White assigned Martin Knapp to the Second Circuit. In 1916, Judge Knapp was reassigned to the Fourth Circuit.
