District of Columbia, Maryland counties of Charles, Montgomery, Prince George's, and St. Mary's, and Virginia counties of Fairfax, King George, Lancaster, Northumberland, Prince William, Richmond, Stafford, and Westmoreland.

The statute assigned to the district the District of Columbia, the part of Maryland lying west and southwest of the Patuxent River and south of the line dividing Frederick and Montgomery Counties, and the part of Virginia lying north of the Rappahannock River and east of the line dividing Fauquier and Loudon Counties from Fairfax, Prince William, and Stafford Counties.
