The Judiciary Act of 1789 established the U.S. Circuit Court for the District of Pennsylvania and assigned the district to the Middle Circuit.

The Judiciary Act of 1801 established six regional circuit courts to replace the circuit courts organized by judicial districts. The Act divided Pennsylvania into two districts, the Eastern and the Western Districts of Pennsylvania, and placed those districts under the jurisdiction of the U.S. Circuit Court for the Third Circuit.

Congress repealed the Judiciary Act of 1801 and restored the organization of the judiciary in effect before 1801, thereby re-establishing the U.S. Circuit Court for the District of Pennsylvania.

Judiciary Act of 1802 assigned the District of Pennsylvania to the Third Circuit.

Congress divided Pennsylvania into two judicial districts, the Eastern and the Western, and assigned the Eastern District to the Third Circuit. The Western District, not being assigned to a judicial circuit, was granted the same jurisdiction as U.S. circuit courts, except in appeals and writs of error, which were to be the jurisdiction of the U.S. Circuit Court for the Eastern District of Pennsylvania.

The act provided that appeals and writs of error from decisions in the district court for the Western District of Pennsylvania, when exercising the powers of a circuit court, would be the jurisdiction of the Supreme Court, rather than the U.S. Circuit Court for the Eastern District of Pennsylvania.

The act established a U.S. circuit court for the Western District of Pennsylvania and repealed the circuit court jurisdiction of the district court for the Western District, except when the district court met in Williamsport.

The act repealed the authority of the U.S. District Court for the Western District of Pennsylvania meeting in Williamsport to exercise power and jurisdiction of a circuit court, and provided for a session of the U.S. Circuit Court for the Western District to meet in Williamsport.

The act established the Middle District of Pennsylvania and created a U.S. circuit court for the district.
